3.15 Apply Release Tag

At this step we remove the "Control Tag" created earlier in the release process and create the official release name. For CVS, we simply rename the tag. The .rcs.cvs.tagprefix will be prefixed to the version like the test tag prefix was done in the "Apply Control Tag" step earlier. For instance, if the tag prefix is set to rero-, the following translation occurs for the tag:

test-1-2-4 => rero-1-2-4
